Oliverio César Rodríguez Martínez is the Director of Cybersecurity and Information Security at the National Cybersecurity Agency of El Salvador. With over 17 years of experience in cybersecurity, infrastructure, and business continuity, he is currently engaged in developing national strategies, SOC capabilities, and strengthening critical infrastructure in alignment with NIST, ISO, and global frameworks. Previously, he held leadership roles in the financial, fintech, and real estate sectors, establishing cybersecurity programs and resilient architectures. Trained in CISSP, CISM, TOGAF, and other international frameworks, he specializes in risk management, DRP/BCP, and governance. He is committed to advancing digital trust and resilient ecosystems across government and society.
