Assistant Chief Executive, Strategic Planning & Digital Readiness

Ms Gwenda Fong oversees the Strategic Planning and Digital Readiness Group at IMDA. In this role, she formulates strategies and coordinates plans for Singapore to thrive in the digital economy and is responsible for Singapore’s national Digital Readiness efforts aimed at achieving digital inclusion for all Singaporeans. She was formerly the Assistant Chief Executive at the Cyber Security Agency of Singapore (CSA) where she was responsible for guiding and coordinating Singapore’s cybersecurity developments, which included domestic and international strategies and policies. Gwenda was involved in the drafting and implementation of the Cybersecurity Act that was passed in Parliament in 2018, which established a legal framework for the oversight and maintenance of national cybersecurity in Singapore. She also oversaw the development of Singapore’s Safer Cyberspace Masterplan (2020), National Cyber Defence Doctrine, and Singapore Cybersecurity Strategy (2021). Gwenda holds a concurrent appointment as Senior Director (Futures) at the Ministry of Communications and Information (MCI), where she leads research on long-term challenges and disruptions in the areas of communications, information, and digitalisation.
