The GCF Annual Meeting 2026 will bring together global decision-makers and experts in Riyadh on 7-8 October to advance a safer, more resilient Cyberspace under the theme “Institutionalizing Adaptive Collaborations in Cyberspace.” ​

 

The 2026 theme continues the deliberate progression of the GCF Annual Meeting from strategic thinking and agenda setting toward deeper, more sustained forms of global cyber collaboration at scale.

 

GCF 2022’s “Rethinking the Global Cyber Order” sought to establish a shared foundation for new forms of global cooperation by re-examining the evolving cyber landscape. It set the ideal foundation for bringing together diverse perspectives to build a common analytical foundation and create the conditions for coherent and collaborative engagement.

 

GCF 2023, “Charting Shared Priorities in Cyberspace,” built upon this shared understanding, marking an important transition toward structured collaboration around key priorities that helped to shape pathways for future coordinated action.

 

The GCF 2024 theme, “Advancing Collective Action in Cyberspace,” was a decisive step toward an execution phase, translating those shared priorities into tangible initiatives to enable deeper collaboration.

 

GCF 2025’s “Scaling Cohesive Advancement in Cyberspace” consolidated and expanded the progress of earlier editions, creating fresh momentum for greater participation, stronger cross-sector engagement, and cohesive collective efforts to accelerate delivery.

 

This year’s theme reflects the next phase in the Annual Meeting’s evolution, focused on embedding durable, system-level forms of cooperation. GCF 2026 aims to create structures that advance and sustain collaboration across sectors, respond effectively to a rapidly changing cyber landscape, and actively shape a secure, resilient Cyberspace.

 

The program for the GCF Annual Meeting 2026 will be structured around five key pillars covering all dimensions of Cyberspace: geopolitical, social, economic, behavioral, and technical.
